About the Project:

Thalle Construction Co., Inc. successfully completed the Lake Ralph Hall Balancing Reservoir, a critical component of the Upper Trinity Regional Water District’s new raw water conveyance system serving rapidly growing communities across North Texas.

Located near Celeste, Texas, the balancing reservoir plays a vital role in moving raw water from Lake Ralph Hall into UTRWD’s regional water supply network. Positioned approximately 27 miles from the lake, the facility serves as the hydraulic transition point between the pumped and gravity-flow portions of the transmission system. Water is conveyed under pressure from the lake to the reservoir, temporarily stored and balanced, then released to continue downstream by gravity.

Thalle’s approximately $31.9 million scope included construction of the dual-cell, roller-compacted concrete (RCC) lined reservoir, along with associated yard piping, outlet and weir structures, emergency outfall systems, sluice gates, screens, mechanical equipment, electrical systems, instrumentation, and controls. The two-cell configuration provides operational flexibility, flow balancing, and redundancy within the larger conveyance system.

The project required extensive coordination, specialized RCC expertise, and careful integration with the surrounding pipeline infrastructure. Challenges related to aggregate availability, mix design development, testing, and system sequencing were successfully addressed through close collaboration among Thalle’s project, quality, safety, and field teams.

Now complete, the Lake Ralph Hall Balancing Reservoir strengthens UTRWD’s ability to provide a reliable, drought-resilient water supply for the region. The project reflects Thalle’s experience delivering complex heavy civil and water infrastructure built for long-term performance, reliability, and community growth.
