Founded in 1947 as a small family business in New York, Thalle has grown into a nationwide leader in heavy civil construction. While our scale and capabilities have expanded significantly, the values that defined our early years—integrity, innovation, and an uncompromising commitment to quality—remain central to our culture. Today, as part of The Tully Group, one of the largest privately owned construction firms in the country, our leadership team brings deep industry knowledge and hands-on experience to some of the most complex infrastructure projects in the nation.

Steve Kohler
President / COO

Stephen “Steve” Kohler brings 38 years of experience in heavy civil construction, with a proven track record of delivering complex,

large-scale projects. 


Over his career, he has managed more than 400 projects totaling over $4 billion. In the past five years alone, Steve has provided executive leadership for 33 pipeline projects of varying scope and complexity, 25 of which have already reached successful completion His deep understanding of pipeline construction—from planning and procurement to execution—sets him apart as a results-driven leader. Steve combines operational excellence with strong financial oversight, contract management, and safety leadership. His expertise spans estimating, negotiating, and field operations, supported by a diverse background in heavy civil and tunnel construction. 


Steve excels at managing risk and regulatory compliance while driving strategic initiatives that position water resource infrastructure projects for long-term success.

Peter Tully
CEO - Tully Group

Peter Tully is the third-generation President of the Tully Group, bringing decades of executive leadership to some of the most complex and high-profile infrastructure projects in the United States. Under his direction, the Tully Group has earned numerous industry distinctions, including New York Construction News’ Project of the Year honors for the World Trade Center Recovery Project, the Westside Highway Project, and the Reconstruction of St. Felix Street in Brooklyn. In recognition of his leadership during the recovery and cleanup efforts at Ground Zero following the September 11 attacks, Peter was named Man of the Year in 2002 and Contractor of the Year in 2003 by New York Construction News.


In his role, Peter provides executive oversight across major construction initiatives, ensuring alignment with organizational objectives, regulatory requirements, and financial performance targets. He is actively engaged in strategic planning, risk management, and high-level decision-making, maintaining accountability for schedule adherence, fiscal discipline, and the delivery of superior construction quality. His leadership has guided projects of exceptional scale and complexity, including the Croton Water Treatment Plant in Bronx, New York—one of the largest facilities of its kind in the nation.


Peter’s perspective is shaped by a unique blend of construction leadership, legal training, and industry service. He holds a Bachelor of Arts from St. John’s University and a Juris Doctor from Hofstra University, and is a member of the New York State Bar Association. He has also served as President of the General Contractors Association of New York City and as a member of its Labor Relations Committee, working closely with major trade unions throughout the New York metropolitan area. This breadth of experience enables Peter to bring clarity, foresight, and disciplined governance to every project under his oversight.
