TVA PARADISE FOSSIL PLANT
LANDFILL CELL 1A CONSTRUCTION
Thalle Construction delivered the full civil and environmental construction package for TVA’s Landfill Cell 1A at the Paradise Fossil Plant (PAF) in Muhlenberg County, Kentucky. This 13-acre industrial landfill unit was designed to safely contain coal combustion residuals (CCR) in accordance with stringent federal and state regulatory standards—supporting TVA’s long-term commitment to environmentally responsible waste management and site stewardship.
The project began with extensive earthwork and subgrade preparation followed by installation of a geologic barrier and engineered composite liner system to protect groundwater resources. Thalle constructed a complete leachate collection and transmission network, including a lined leachate lagoon, conveyance piping, and structural drainage features to ensure reliable and compliant long-term operation. Additional scope included sedimentation basins, perimeter roadways, stormwater controls, and supporting earthwork, all sequenced to maintain environmental protections throughout construction.
Working within an active power-generation environment required strict adherence to safety, environmental controls, and compliance protocols. Thalle’s team maintained consistent quality oversight while coordinating closely with TVA’s environmental and operational staff to ensure all work met the regulatory framework governing CCR management.
